Overview

With 40 programs and service sites spanning several counties, United Cerebral Palsy of Los Angeles, Ventura & Santa Barbara Counties (UCPLA) is the largest nonprofit provider of direct care services for individuals with developmental and intellectual disabilities in Southern California.

 

UCPLA is hiring a full-time Program Billing Coordinator to support authorizations related to UCPLA funding streams for Medi-Cal Group Homes and Regional Center programs. This position will work closely with the Accounts Receivable Manager on authorizations, billing and collection of payments related to all UCPLA program services.  Position includes timely completion and submission of eTARs, tracking year over year authorizations of service, and other compliance renewal documents for group home residents and client services.

Responsibilities

  • Ensures timely and accurate receipt, submission, and approval for funding materials and authorizations of service are completed
  • Responsible for the electronic and/or paper completion/submission of eTAR or ARF and LTC Medi-Cal applications
  • Maintains professional working relationships and communication with outside agencies such as Medi-Cal, DPSS, Regional Centers, Social Security Administration, Trust Management Services, and Managed Health Care agencies to obtain required documentation for authorizations
  • Ensures that all preliminary documentation is received from Administrators, Program Managers, Direector of Client Services, Regional Centers, family members and/or representative payees within the required deadlines
  • Completes Social Security Administration required documents as requested
  • Obtains “Medi-Cal Notice of Action” letters or Benefit Notification letters as needed
  • Performs client dis-enrollment from Managed Health Care plans when necessary
  • In collaboration with AR Manager, utilizes a working knowledge of Accounts Receivable/Billing function to research and resolve payment discrepancies as needed. Helps to ensure timely payment processing of all billing claims submitted to Medi-Cal or other outside agency is completed.  Researches and works to resolve any claim denials or appeals
  • Produces weekly status updates to Finance Team and Directors of Client Services regarding eTARs and ARFs in process, LTC changes in eligibility, client SOC, etc.
  • Performs other duties as assigned to meet department and/or business needs

 

Qualifications

  • High School diploma or equivalent; AA and/or BA degree preferred
  • Minimum two to three years' work experience with increasing responsibilities
  • Recent non-profit work experience is preferred
  • Knowledge and work experience with medical billing and reimbursement processes, LTC protocols, Regional Center POS functions, and with Social Security income guidelines
  • Understanding of and experience with Medi-Cal funding processes
  • Understanding and knowledge related to federally funded eligibility applications for Medi-Cal LTC, eTAR, ICD-9 (10) coding principles and CPT codes
  • Detail-oriented
  • Ability to follow through on a consistent basis
  • Must have competent knowledge of, and hands on working experience with MS Word and Excel
  • Ability to navigate web-based document submission requirements
  • Ability to communicate effectively in English, both orally and in writing
  • Excellent time management skills to manage own time efficiently and effectively
