Overview

With 40 programs and service sites spanning several counties, United Cerebral Palsy of Los Angeles, Ventura & Santa Barbara Counties (UCPLA) is the largest nonprofit provider of direct care services for individuals with developmental and intellectual disabilities in Southern California.

 

UCPLA is currently hiring a Facilities/Property Manager who will provide hands-on leadership and supervision to the facilities team including resident managers, maintenance staff, contracted vendors, etc., to ensure UCPLA owned and leased properties, transportation fleet, and furnishings and equipment are fully operational, safe, up to code, and meet all local, state, and federal regulatory requirements, in an effective and cost-efficient manner. The Facilities/Property Manager will be responsible for managing the facilities team, recruiting and overseeing contractors, training new employees, and working with third party vendors and regulatory agencies.  The Facilities/Property Manager will work in coordination with the Finance and Operations teams to increase revenues, decrease expenses, and ensure all financial and budgetary requirements are fulfilled.

 

 

Responsibilities

  • Acts as principal liaison to HUD and property-related vendors
  • Works with the Directors and Administrators to coordinate and oversees all HUD property audits
  • Ensures routine and emergency maintenance and repairs for all UCPLA properties and fleet
  • Staffs and supervises the facilities team including HUD resident managers, UCPLA’s employed maintenance staff, etc.
  • Evaluates all UCPLA HUD properties and recommends cost-effective maintenance schedules to ensure that all properties meet or exceed industry health/safety standards for housing for people with developmental disabilities
  • Manages UCPLA’s non-HUD building leases (e.g., Day Programs, Corporate Office, etc.)
  • Ensures tenants’ concerns and repair requests are addressed in an appropriate and timely manner
  • Manages UCPLA’s fleet including invoice approvals, tracking repair histories, ensuring required maintenance, recommending repair vs. replacement, etc.
  • Ensures timely submission of required housing compliance monitoring reports to various organizations as per existing regulatory agreements; reviews and approves HUD accounts payable invoices daily
  • Works with the Directors of Client Services to ensure available funds are spent down in a timely manner
  • Manages work with UCPLA’s IT vendor and Finance Department to manage internet, wired and mobile communication devices, printers, etc.; develops and publishes clear lines of responsibility and authority
  • Performs other duties as assigned to meet department and/or business needs

Qualifications

  • Three to five years of facilities/property management is required
  • Ability to travel within the service area, proof of legal right to drive in California, and auto insurance are required
  • Experience with management and maintenance of HUD subsidized projects is preferred
  • Understanding of HUD, Title 22 and Title 17 regulations preferred
  • Experience with fleet management preferred
  • Excellent communications skills
  • Proficient in Microsoft Office
  • Ability to prioritize tasks and manage shifting priorities; strong planning, time management and organizational skills; ability to meet established deadlines
